As part of the amendments to the McKinney-Vento Homeless Assistance Act by the 2009 HEARTH Act, HUD established a set of measures to analyze the community performance in serving homeless persons as a coordinated system with diverse funding streams. System Performance Measures are a key factor in securing funding awards for our community through the CoC Program Competition.
SPMs are reported using different data universes defined in the measure. Within each measure, different metrics are reported for combinations of project types, time period, and exit destinations. In general, SPMs analyze persons enrolled in Street Outreach (SO), Emergency Shelter (ES), Transitional Housing (TH), Rapid Rehousing (PH-RRH), and Permanent Supportive Housing (PH-PSH) projects.
