Public Comment on Proposed HUD Grantee Change

  • The June 23rd general membership meeting included a presentation on a proposed grantee change and staffing & infrastructure plan. The Coalition seeks public comment on this proposed change. What is proposed? 
    • Heart of West Michigan United Way becomes fiduciary for  HUD CoC Supportive Services Only (SSO) grants. A portion of the funds will support staffing within the CoC for oversight to the Coordinated Entry (CE) process. Remaining funds provide CE support to other agencies as subgrantees. 
      • The Salvation Army no longer considered lead entity for CE. 
    • Heart of West Michigan United Way (HWMUW) becomes fiduciary for HUD CoC Homeless Management Information System (HMIS) grant. Currently, the grant is awarded to The Salvation Army and subcontracted to HWMUW to support HMIS System Administration. 
    • Expected timeline for transition to begin: 12/1/2022
